Laredo was best known for it's great festivals and party seen with Mexico neighboring only walking distance. Food is great and the people are very friendly, it's a great city to visit when you want to get away from the traditional and frequented vacation places.
Mexico is a beautiful country that has a lot of history and touristic places. I would definately check the places you plan to go so that you can avoid the dangerous cities that are plagued with "narco violence." All together, just try to stay close to the general population and avoid deviating from them while visiting Mexico.
Costa Rica is fun, you just need to go through a travel agent. There are a lot of nice hotels and the best beaches are on the East side of C.R. Be careful when you have a guide that tells you they will book things or events for you. They usually will make arrangements before so that they can get a commission on what you pay for the excursion and then they ask you to pay them for making the arrangments and taking you. Other than that, Have fun and enjoy C.R., I did.
