If you arrive by train there is a women's mafia group that will approach you and phone around for an apartment - but they are cheaters - of course tell you a high price as a tourist, then other women around them will say that it is "normal" price. You need to walk away from these people (go to the bus station where they don;t hassle you and you can help a normal grandmother (babushka) trying to earn some money, rather than commercial mafia-like scammer groups at train station
