Can ANYONE truly understand anyone else's feelings? We understand EVERYTHING based on our own experience.

You know the answer to that question. It takes a while to know yourself and how you process & understand information & emotions sent your way, then it takes another while to accept that other people may have other ways, then another while to learn those ways and last a while to use that knowledge to finally understand other people's feelings. You said it yourself: our own experience matters...so broaden it and you'll make it.
