I am rubbish at languages and speak English, Afrikaans, a tad of Flemish and a bit of Dutch. The way I picked up the Dutch was to spend some time in Holland (Admittedly I had a start with being able to speak Afrikaans). However I worked in Cameroon for a few months and picked up quite a bit of French. So my suggestion is if you want to learn to speak a language, get the basics from a book / internet and then spend a few months in that country. You may well feel very isolated in the beginning if you don’t have friends around but after a week or so you will start making acquaintances. And I have found that generally, all around the world, people are very happy to help as long as you treat them as you would have them treat you.
