Firstly it depends on why you want to restore a vehicle, is it a financial investment or a labour of love. You will very rarely get your money back on a restoration. Pick a vehicle that appeals to you, do some research on the price you can expect to pay/condition. check into the availability of parts and their prices. When you find what your looking for check it out very carefully,make sure it`s complete, body is solid/repairable, brightwork is good,interior trim is complete.

Depends where you are from as to the best car but for me Pure British Class a Jaguar XK120 not that I could ever afford one myself, best I can do pre 60 is a 1951 Triumph Renown awaiting full restoration. I also have Two Mk1 Capri's
